Frank Mannen Endowed Scholarship

The Frank Mannen Endowed Scholarship will provide scholarship support to undergraduate students pursuing a major in Public Administration in the School of Public Affairs.

To apply for this scholarship, submit a General Application.

If you do not meet all of these requirements in a given term, you may lose your scholarship eligibility and your scholarship may be canceled.

  • Undergraduates are eligible.
  • Recipients must be pursuing a major in Public Administration.
  • Undergraduate students are not required to be enrolled full-time.

Donor Profile:

Frank Mannen spent his life in San Diego. He grew up in Encinitas and graduated from what is now San Dieguito Academy High School, where he ran cross country and played quarterback for the Mustangs. He continued his love of football by serving more than 30 years as a football official at high school games across San Diego County.

After graduating from SDSU, Frank served in the Coast Guard and then began his three-decade-plus career in city government. During his long tenure as Assistant City Manager in Carlsbad, Frank was known as a visionary thinker, who with quiet determination and integrity, effected transformative change behind the scenes.

After retirement, Frank became an active board member of San Diego Botanic Garden, enjoyed traveling and keeping up with two children and his four grandchildren.
